Borough will now be able to move forward with bringing department up to adequate supervisory staffing levels
With unanimous approval, Oradell has joined the few towns in Bergen County that have adopted a Police Promotion Procedure to the rolls. The new ordinance officially outlines the process for officers to be elevated to the rank of sergeant, lieutenant, captain and chief. Previously, the borough followed an unofficial set of rules and regulations that were drafted by the police themselves. The new process stipulates how and when an officer could expect to move through the ranks and have ample opportunity for promotion. The New Milford Mayor and Council were lukewarm in pursuing a shared property maintenance manager with River Edge.
At Monday's New Milford Mayor and Council meeting, more questions than answers were raised regarding the merits of sharing a property maintenance manager with River Edge. The first major concern is that both boroughs have differing ordinances that the property maintenance manager would be responsible for working under. Another concern is the cost. According to officials, River Edge has a probationary wage of just over $15 per hour that increases to just over $22 per hour after six-months -- a cost that exceeds the rate New Milford would pay. Utilizing the estimated $143,000 Open Space Trust Fund monies for 2013, River Edge will look to use a portion of that amount to install a Strike Guard Lightning Warning system at Kenneth B. George fields, the Little League field and Veteran's Memorial Park in the coming year. The remaining funding would be allocated to park and field maintenance, various committees and set aside almost $40,000 to be used towards the eventual replacement lighting project at KBG. Voters approved the restoration of the Open Space Trust Fund this past November and now the Council will determine how $143,765 will be allocated.
With the restoration of the River Edge Open Space Trust Fund for the next five years, the borough will now need to trim over $465,500 in funding requests for 2013. The majority of funding requests, totalling $410,468 were on behalf of the Recreation Commission. The borough is estimated to have approximately $143,756 available funding come Feb. 10. Voters defeated the Open Space Trust Fund ballot question in 2011 after much of the funding had been used to cover the salary and wages of three DPW workers who oversee the maintenace of the parks. The governing body will spend tonight's meeting talking about the 2013 Open Space Trust Fund allocations, Cherry Blossom Park, Sidewalk Replacement costs and amending the Shade Tree ordinance
During tonight's lengthy 7pm work session and 8pm public meeting, the River Edge Mayor and Council will tackle some of the borough's most recent controversial topics from sidewalk replacements and a shade tree ordinance to the Cherry Blossom Park and 2013 Open Space Trust Fund allocations. River Edge and New Milford have previously been in talks on exploring a shared service agreement to cover sidewalk replacements costs for slabs that were damaged by Superstorm Sandy. Each borough has an ordinance in place stipulating that homeowners are responsible for covering the costs to replace sidewalk slabs. New Milford has expressed interest in exploring the cost-saving benefits of sharing a Property Maintenance Officer with River Edge.
This week, New Milford's Mayor and Council authorized Borough Administrator Christine Demiris to explore sharing a Property Maintenance Officer with River Edge, and possibly Oradell. In an effort to save costs, the position of Property Maintenance Officer was eliminated approximately a year ago and the duties were distributed among the Building Department, Health Department, DPW, Zoning Officer and Police Department. However, River Edge has recently reached out to New Milford to see if they would be interested in sharing the position with them. For the fifth year in a row, River Edge was force to say farewell to yet another incumbent that lost a reelection bid. Former Council President Paul Cordts stepped down from the council after a single term. Elected in 2009, the Republican local businessman and alum of Roosevelt School and River Dell Regional was twice named Council President, first in 2011 and then again in 2012. For the first time in several years, the River Edge Council will now have a three-three split as Councilmen-elect Vito Acquafredda (D) and Anthony Cappola (R) officially took their places on the dais during Monday's 2013 Reorganization meeting. A proposed zoning change ordinance for Park Avenue to allow duplexes was abandoned Monday night but may be reintroduced in 2013
Throughout autumn, members of the River Edge Council and Planning Board debated the benefits of allowing a zoning change ordinance to proceed which would allow duplexes on Park Avenue. On Monday night, as the proposed change was to be voted on, residents from the little side street gave impassioned pleas for postponement. By unanimous approval, they got their wish as the governing body abandoned the proposal but with a warning that it would be resurrected in 2013. Roadway stanchions should be installed before end of year
Plans to install 11 roadway stanchions along Kinderkamack Road and Midland Avenue should be completed by the end of the year in River Edge as borough officials look to make the main thoroughfaires safer to pedestrians. The crosswalk pedestrian stanctions would be located where Kinderkamack Road meets with: Midland Avenue, Lincoln Avenue, Continental Avenue, Madison Avenue, Voorhis Avenue, Howland Avenue, Reservoir Avenue, Main Street and Grand Avenue. Additional stanchions would be placed at the intersections of Midland Avenue and Bogert Road and Midland Avenue and Myrtle Avenue.
