Dog Locked in Car. Extreme Heat. What Would You Do?

One reader questions if they should have reported the owner of a dog who left it in the car with the windows shut during this extreme heatwave.

A reader called to report that while in the parking lot of a supermarket today they saw a dog locked inside of the car parked next to theirs. No windows were open. 

However, before they could call the police for help, the owner arrived at the car, explaining that they had just run into the store for one item. Given the extreme heat conditions, the reader said, "I gave the owner a piece of my mind," but is now wondering if they should have done more--like report the incident to the police.
